Initially, the establishment of the 954 area code could solve the saturation conflict in the southeastern portion of the state. But, five years later, due to the spread of cell phones, a new codification became mandatory. 

The exhaustion of the prefix 954 was projected to 2002; for that reason, on December 4, 2000, the 754 area code started running, as part of an overlay plan established by the Florida Public Service Commission.
